Well Arcanas kind of kill the whole "tier list" thing. So...yeah.

1. Why is this in "Online Play"?

Laughable. Characters, even with their most optimal Arcanas, are able to be sorted into tiers.

imo bring fiona or kira up, Mei-fang really is in her own category under those two imo. But this list is generally where people are on for the "Is this character good despite the arcana?" list. Last time iirc the old thread got REALLY retarded, and was like a year ago. Also moved to GS

Only Fire Kira is top tier.

I don't mind doing an opinion tier list of my own at this point, though my experience with different characters varies.  Order within each tier is just alphabetical order.

Personally if there was going to be a rebalance, I think the B+ tier should be the target zone for the bad and overly good characters to go to.  Though I think they're still pretty tightly compressed as they are.

Heart and Akane both have very strong hitboxes, tools, and damage.  Combination of strength and lack of weaknesses makes them top tier.  Petra's toolset is different and she's more reliant on meter, but her hitboxes are just as strong if not stronger and she also has no clear weakness in addition to strong projectile game.

A
This tier is just slightly below the A+ tier.

Clarice, Elsa, Lieselotte, and Scharl all have some very strong tools, but they are more matchup dependent than the A+ tier.  In Scharls case, they are extremely matchup dependent but that's also part of her strength.  In Weiss's case lack of non DP anti air and somewhat more difficult time making people stop blocking makes her ever so slightly worse than the A+ tier.

B+
Cathy, Nazuna, and Yoriko all have some very strong strengths, but they're either counter able in general or they suffer matchup problems.  Konoha, Saki, and Zenia all are very solid characters with no clear weakness other than that they aren't as outright powerful as the A tier.  Maori has a ton of bullshit but can be disrespected and lose in mind games close up for big loss, I think she's mostly only kept down by the A tier though and should be toned down along with them.

B
Angelia and Dorothy are both very good at what they do but lack range on their normals, they're mostly kept down by retarded normals from the A tier.  Kamui and Lilica are both well rounded characters, but lack a very defining strength that makes them stand out from other characters.

C
Eko, Fiona, and Kira all suffer from major matchup issues without having enough strength to make up for them.  In Kiras case she is decently strong in many of her matchups but has a few majorly bad ones.  Mei-Fang doesn't have a clear strength and also her lack of chains and jump cancels can be an issue when trying to apply pressure, but unlike the other C tier she doesn't have any very strong weaknesses.

That's a really cool way of illustrating the tiers.

I generally agree with the top halves of both charts and don't disagree with the bottom halves (I don't know as much about how those characters fare).  I don't think it's a surprise that Elsa isn't godtier despite her 100% combos.

Potentially, one could add an axis for how much each character's strength is amplified in lag.

Also, I notice the Banana Ken and dotShots effects in your chart, Greats.

Did the infinity homing in AH3 had any effect on the tier list? If so, what characters got buffed and nerfed because of it?

The characters estimated near the top either have better movement speeds/options in general or have some unique match-up quirk which changes the way other characters have to approach that character.

Characters with faster homing/speed homing speeds and good air normals benefit from it the most. Take for example a character like Heart who can make good use of low air homing pressure and mid-screen speed homing approaches because of her air normals being good when spaced/used properly.

Characters that generally have slow homing speeds or situational air normals don't get that much use out of it. Nazuna is a unique example since she makes better use of her normal movement than her homing movement to pressure and space.
